Once upon a time, a sailor was standing on the deck of a battleship doing nothing at all. A chief petty officer saw him and asked him what he was doing. "I'm inventing a bloop," he answered.

Now, the chief petty officer didn't know what a bloop was. But he didn't want to admit it, so he went to the executive officer and said, "Sir, I've got a sailor out here on the deck who says he's inventing a bloop."

The executive officer didn't know what a bloop was, but he didn't want to admit it. So he went to the captain and said, "Sir, we've got a sailor out on the deck who says he's inventing a bloop."

The captain didn't know what a bloop was, but he didn't want to admit it. So he called the fleet admiral and said, "Sir, we've got a battleship that has a sailor on it who says he's inventing a bloop."
